Governor Kaine - Photo by Bob Brown/Times-DispatchGovernor Timothy M. Kaine delivered his State of the Commonwealth Address to the Joint Assembly. He highlighted the return of the Assembly to the State Capitol as well as his 2008 legislative proposals which include improvements to the mental health system, increased state support of Pre-K, and new investments in higher education.
